New York State COVID-19 Update:
March 20, 2020
New York has 7,102 cases of COVID-19 as of March 20. The priority continues to be reducing the spread and #flattenthecurve. In an effort to promote regional partnerships, Delaware has joined NY, CT, NJ, and PA in the statewide agreement to reduce the spread. Governor Cuomo announced an eighth Executive order that includes civil penalties and mandatory closures for non-compliance. The Order will go into effect on Sunday night.

As of March 19, New York has 4152 cases of COVID-19. The State will begin to implement the Governor’s two new Executive Orders. EO 202.5 suspends laws and regulations related to healthcare practitioners who are in current good standing, hospital capacity, nursing home and long-term care program requirements. EO 202.6 reduces the in-person workforce at any work location by 50% (exemptions apply*).
NYS Legislative Action Update:

S.8091/A.10153 – Provides requirements for sick leave and the provision of paid family leave and disability benefits when an employee is subject to a mandatory or precautionary order of quarantine or isolation due to COVID-19. The bill applies to both private and public sector employees.

On March 18, Governor Cuomo announced that New York has 2,382 cases of COVID-19 and 20 related deaths. Health care and capacity remains the priority. The tri-state agreement between NY, NJ and CT that was reached on March 16 now includes participation from Pennsylvania.

As of March 17, New York has 1,374 positive COVID-19 cases and 12 related deaths. According to a press conference held this morning by Governor Cuomo, additional changes will be made to the state in response to the growing COVID-19 pandemic including a Paid Sick Leave expansion, hospital capacity building plans and closings.

Beginning with the declaration of a State of Emergency, the Governor has enacted three Executive Orders since March 3.
On March 3, Governor Cuomo signed into law a $40 million emergency management authorization that will allow the State to hire additional staff and procure equipment and any other resources necessary to respond to the evolving situation. To date, the Governor has released three executive orders. EO 202 declared a state of emergency, suspended related laws to allow for State contracts to be expanded and awarded, and the release of additional resources in response to the outbreak. EO 202.1 suspends laws and regulations to allow for expansion of services and temporary facilities for health and human services providers; grants flexibility childcare-related laws, suspends regulations to prevent delays in providing home delivered meals through EISEP; removes the 180-day school attendance requirement; suspends laws relating to waiting periods for unemployment insurance claimants whose claims arise from the COVID-19 outbreak; and suspends laws relating to emergency procurement. EO 202.2 temporarily modifies election procedures to reduce the spread of the virus. The Governor is making day-by-day changes, and continues to call upon the Trump Administration to dictate a uniform, country-wide plan.
