Olivia Marfleet

As Legislative Associate, Ms. Marfleet assists in all facets of client representation and strategy development, including providing research and analysis on policy development, legislation, and regulation.

Olivia’s experience with New York State Government includes serving most recently as a Research Analyst for the Majority Conference at the New York State Assembly and prior as a Legal Research Assistant at the NYS Department of Health and Advocacy Intern at AARP. Additionally, Olivia has extensive experience supporting political campaigns on both State and federal candidates.

Ms. Marfleet holds a bachelor’s and master’s degree in Political Science from the Rockefeller College of Public Affairs & Policy at The University at Albany.

Ginger Lynch Landy

Since joining the firm in 2000, Ms. Lynch Landy managed a variety of areas for the firm, working alongside Nancy Hodes, the firm’s founder. As President and Principal of Hodes & Landy since 2017, she continues to engage directly with clients and oversees all firm operations including customized client representation, strategy development, alliance building, legislative and regulatory analysis, and advocacy, political consultation, and business development. She proudly manages the professional team and works closely with each team member to support their professional development and their contribution to the firm’s high standards of client service and measurable success.

Throughout her career, Ginger has leveraged her strong advocacy skills, policy expertise, and creative strategic approach to impact policy and produce results. Her professional public sector experience and established track record at the State Capitol, combined with her long-standing and credible relationships with policymakers and key staff have contributed to the firm’s success.

Prior to joining the firm, Ms. Lynch Landy served on the Albany staff of a senior State Senator and as a special assistant to a former mayor of the City of Mount Vernon. At Syracuse University’s Maxwell School of Citizenship and Public Affairs, she managed public official training programs, federal grants, and international delegations.

Ginger is a graduate of the State University of New York at Oneonta and has completed graduate work at the Maxwell School and the City University of New York. Ginger is active in the community, serving on several boards and supporting local charities. Her commitment to community service is best exemplified by her long affiliation with Rotary International, first as an exchange student, later as a member of several clubs, past president, and youth exchange chair, of the Rotary Club of Delmar, New York.

Michele O’Connor

Since joining Hodes & Landy in 2001, Ms. O’Connor has taken on several roles and contributed to the firm’s growth and diversification. In her current role as Director of Licensing & Senior Legislative Associate, she manages the firm’s health care licensure consulting practice and provides direct representation, strategy development, and legislative and regulatory analysis to clients. Michele has expertise in a broad array of policy, including health care, insurance, and long-term care. Ms. O’Connor has been active in a number of community-based service organizations, including local food pantries, respite programs, and various charities.

A graduate of St. Bonaventure University, she served as an adjunct professor of English with the University at Albany, from which she earned her master’s degree.

Lorie Massad

As Office Administrator/Executive Assistant, Ms. Massad is responsible for the firm’s administrative and business operations. She acts as an assistant to the Principal, working with the entire team, to support the firm’s mission and clients’ goals. Prior to joining Hodes & Landy, Ms. Massad worked as an Office Manager for Meyer, Suozzi, English, and Klein, P.C. where she managed the day-to-day operations of the Government Relations office.

Since 2007, Lorie has also worked for CAPTAIN Community Human Services at their Next-to-New Store CAPTAIN’s Treasures. The store’s proceeds support 30 community programs and services and provide clothing and household items to families and individuals experiencing hardships.

Christian Rojas

As a receptionist, Mr. Rojas provides administrative support to the team and is responsible for daily office operations. He maintains office systems, assists with communications and scheduling, and supports client meeting logistics and material preparation.

Christian previously worked as an administrative assistant for the Material Infant Services Network where he managed appointments for the navigator program through the NYS Marketplace and assisted with the community health advocate program.

Mr. Rojas has completed coursework at the State University of New York at Albany in Anthropology and Art History.

Nancy Hodes

Ms. Hodes founded Hodes Associates in 1992 after a distinguished 20-year career in New York State government. As Executive Deputy Director of the Governor’s Office of Employee Relations under Mario Cuomo, she developed the State’s collective bargaining strategy, successfully negotiated contracts with public employee unions, and managed a budget of $6.5 million. As Founder, she provided high-quality representation, strategy development, and political analysis for clients while managing the further expansion of the firm. In the community, her leadership as board chair of the Albany Institute of History and Art (AIHA) helped to transform one of the oldest museums in the country to a new museum poised to serve the region well into the future. In addition to the board of AIHA, she served on Re-Capitalize Albany, an economic development strategy group established by former Albany Mayor Jerry Jennings, and the board of advisors for the American Cancer Society. She was recognized by the Albany-Colonie Regional Chamber of Commerce as a winner of the prestigious Woman of Excellence Award. Ms. Hodes graduated from Cornell University’s School of Industrial and Labor Relations, as well as the Program for Senior Executives in State and Local Government at Harvard University’s Kennedy School of Government.

Esteban Maccera

As Senior Legislative Analyst, Esteban provides expert research and analysis on policy, legislation, regulations, media and politics.

Esteban has worked in several critical capacities over the last 15 years, including as a Legislative Director and Committee Director for two State Senators, and as a government affairs consultant. His extensive experience includes drafting, negotiating and advancing legislation, securing funding, and advocating for appropriate regulatory implementation.

Esteban graduated from SUNY Albany with a BA in Policy Theory and Rhetoric, and he has a certification from New York University in Public Relations and Campaign Management.
